Unless the command movetqt happens to work on that quest.
In here you find a box with lots of ammo a good armor and a very good shotgun in the safe nearby expert level there is more ammo and technical documentation connected with a side quest or the brotherhood of steel.
Do a running jump double jump air dash glide float then a light attack to get bit more height.
There was a staircase of in a corner of the first floor i must have walked past 10 times before seeing it.
I don t think it was a regular door i think it was a ladder up to a roof hatch of i remember correctly.
Ruins appear only in fallout 4.

Get on top of that one and jump dash float over.
After you explain yourself to father the quest will conclude.
